Living in Paraguay in 2026: The Sequence That Avoids Errors

Almost every logistical error made by people moving to Paraguay has the same root: trying to resolve steps out of order.
Wanting to open a bank account before holding the identity card. Wanting to sign a long-term lease before understanding how the local market works. Wanting to evidence foreign income without realising the bank will increasingly ask for proof of the origin of the funds — not merely their existence.
None of those steps is complicated on its own. The problem is the order.
The correct sequence, start to finish

- Paraguayan identity card. Issued once residency is approved. In practice it is the master key to the system: without it, the vast majority of banks, post-paid mobile providers and long-term lease agreements simply will not proceed.

- Bank account. Only after the identity card. No Paraguayan bank opens an account remotely — physical presence is required for the initial opening at practically every institution.
- Long-term housing. Best negotiated with the identity card already in hand, which widens the rental options and reduces dependence on more expensive short-term lets in the first months.
Bank accounts: where most people get stuck
The sequence “residency → identity card → bank” is not bureaucracy for its own sake: it is how the Paraguayan banking system is designed, largely because of international anti-money-laundering requirements (AML/KYC rules) that oblige banks to establish reliable identification and a demonstrable link between the client and the country.
Documents typically required to open an account:
- Valid Paraguayan identity card.
- Passport.
- Evidence of income (service agreement, payslips or bank statements for recent months).
- Documented proof of the origin of the funds — the point where, according to consistent accounts from people who have been through the process, most applications stall.
Note on scope: banking compliance criteria (evidencing source of funds and source of wealth) have been tightening year on year, in response to international anti-money-laundering supervision. What sufficed in 2024 may not suffice in 2026. We confirm current requirements directly with the chosen bank before assembling documentation.
One detail frequently overlooked: Paraguay’s Deposit Guarantee Fund (FGD) covers deposits up to a ceiling equivalent to 75 minimum wages per depositor per institution — around US$35,000 in mid-2026 — applicable to residents and non-residents alike, in any currency. Anyone holding balances above that ceiling typically spreads them across two or more institutions to widen the effective cover.
Holders of US citizenship or tax residence are subject to FATCA — Paraguayan banks report those accounts to the IRS. This does not prevent opening an account, but it means additional documentation, such as a W-9 form.

A common pattern among new arrivals: start with a short-term furnished let while residency and the identity card are being resolved, and only then move to a traditional long-term lease — cheaper, but usually requiring guarantees and documentation that are far simpler to produce with the identity card already in hand.
Healthcare, education and daily life

- Resolve residency before any other formality. It is the document everything else depends on — trying to jump ahead to the identity card, a bank or a long-term lease without it is the most common cause of avoidable delay.
- Set aside time and documentation for the bank’s source-of-funds check. By consistent accounts, this is where most applications stall — not because of inherent difficulty, but because of a lack of documentary preparation beforehand.
- Treat the first quarter as a transition phase, not as your settled cost of living. Short-term rent, settling in and the formalities concentrated in the first months tend to cost more than the routine that establishes itself afterwards.
